American Humane Association. Humanitarian Award, with top bar “Humanity”; the reverse is hand-engraved “Humane Society of Harrisburg/Annual Police Award/1937/Won By/Officer/Paul C. Carbaugh/for the year’s most/outstanding act/of/kindness to animals”. The initial of the surname was corrected by the engraver.

The Harrisburg Telegraph of 15 June 1938, ran an article saying “For the most outstanding act of kindness to an animal during 1937, City Patrolman Paul C. Carbaugh, 703 South Twenty - fifth Street, yesterday was presented with the annual award of the Humane Society of Harrisburg. An engraved medal, was presented to the policeman at the 3 o'clock roll call in the City Police gymnasium by Dr. Harry F. Bronde, agent of the society. J. Harris Bell, president of the society, spoke briefly to the assembled telling them how Patrolman Carbaugh went to the aid of a Chow dog struck by an automobile near the Sacred Heart Parochial School. The officer was bitten by the animal and was given hospital treatment.”

First Lieutenant Theodore S. Jewett was born in Maine in July 1923. He was on active duty from February 1943 through January 1946, serving with the 99th Infantry Division and earning a Bronze Star. Jewett died in Portland, Maine, in August 1984. He was employee of the Maine Central Railroad.

James E. Givan served in the 5th Maryland Infantry during the Spanish American War, earning the Spanish War Service Medal #3005 (location unknown. He was a regular competitive marksman in the state matches.  In 1911, Given was a member of the Maryland State team at the National Matches. In 1915, he was a coach of the Maryland rifle team at the National Matches. In 1916, then-Lieutenant Givan was selected again to be a member of the team.

Clarence T. Baldwin served on the Mexican Border as a sergeant, 107th New York Infantry, and in World War I as a captain, Company H, 107th Infantry. He was cited for gallantry in 27th Division orders “For courage and efficiency in handling his platoon under heavy fire in the Dickebusch Lake sector near Mt. Kemmel, Belgium, in July, 1918.” He received Conspicuous Service Cross #958 in 1921. Baldwin died in 1959.

The Evergreen City Guard evolved from the Evergreen City Cadets, which was organized in 1869. In 1874, the unit became the Evergreen City Guard. Later, the unit became Company C of the 2nd Regiment of the Wisconsin National Guard.
